Default E-flite ultimate and foam safe CA question

Hello,
I have a question regarding an E-flite ultimate foamy that I am building. This is my first attempt at building a foamy, and I have run into a minor snag. I am trying to glue the plane together using Tower Hobbies foam safe medium CA glue. The problem is, the glue isn't working. I glued the horizontal stab on last night and the glue is still runny. The stab is somewhat attached at this point, but definately not solid and I could probably pull is right out if I pulled hard enough. The glue was purchased in August and stored in my cool basement with the cover on. What give's? Is the glue bad? Am I missing something?

Try giving it a shot of foam-save accelerator.
