Default Who can modify the "Stickies" area of a sub forum?

I had some requests and suggestions of some posts I would like added to the sub forum Pylon Universe - Pylon Racing , Scale Racing.
Who or where would I direct these suggestions too?

Go to the Sticky and report the post. There, you can explain a bit more and the mods will see it.

I tried this but haven't received a response.
any other ideas?
how do I find out who the moderator is for this group?

If you scroll down to the bottom of the sub-forum's thread listings, you'll be able to find the moderator list in the bottom right

When did you do that? I went back to the beginning of June and don't see any reported posts by you.

I did that during the first week of June. I reported 3 three different posts, 2 two that were requests to add a post to the Stickies area and 1 one to remove the current post in the Stickies area because it is no longer relevant information.

The only reason I would guess they might have not been reported is the fact that I am a relatively new user of the forum.
