Who do I ask or make a suggestion to in order to make a thread sticky?

Send a PM to Plane Insane of RCAdmin and give them a link to the thread and the reasons why you think it shouldbe a stickie

They make the decisions on stickies

You can also contact the Moderator for the forum and they can take it up to the RCU management.
