Time for a PM to send Email

Iwas surprised that there seems to be a 13 hour delay between the time a PMis posted and the attending email being sent to the receipient. Is that normal?

No. the delay is likely due to the recipients isp or we had a server backed up with emails

I'm wondering if the person that PM'd me has their timezone all screwed whacky so that they appear to be 13 hours out when in fact they live a couple of miles from me. :(
