I also did double check my tank set up, and all of the lines, every thing seems to be in good order.

Ok, I feel stupid, but just forcing fuel up to and into the carb did the trick. Adjusted high end a little and I have good idle rpm and nice transition. Just never expierenced a carb that didn't want to draw fuel with just a choke and the throttle cracked. Thanks for the help everyone.

It is very normal for a new carb not to suck fuel at beginning.Fill the fuel line with gas then prime engine by some squirt fuel from carb mouth then run the engine .That initial run of engine will make the carb to begin pumping fuel.This is very common here for brand new engines.

If gas-pumping diaphragm (opposite to the one on the side with 4 screws) is dry, wet is with some gas and put it back.
