Default OS 91 FS w/ pump

I just bought an os 91 w/ pump from a freind. This is my 1st four stroke and 1st pump. I have two questions.

First, I have heard four strokes should not be mounted inverted,is this true?

Second , what do I do with the vent tube? Do I just leave it open? Do I need a one way valve to keep fuel from leaking out of tank when plane is inverted?

Four strokes run fine inverted mounted, specially with a pump. you should not have any problems. you should have three ful lines going to your tank. An out , an in(fuel return) and a vent or overflow that gets routed out the bottom of your cowl. in the tank it should point to the top.
