I would expect 12-12.5K on an 11x6 APC, depending on the fuel (% nitro) you are using.

I believe your engine is under-performing.
It is only putting out ~0.64 HP. It should put out a little over 1 HP.
I have not seen an OS.46AX in good condition that did not...

Is the engine new? The engines do need a break in (or as the British say a "run-in"). The engine will produce more power and RPM after the four or five tanks of fuel have been run through it. And as others have said, it probably needs to be "leaned" out a little bit more.
Do remember your engine will turn faster in the air than in a static position. The increas can be as much as a thousand RPM.
I would stay with the 11 X 6 prop. A 10 X 6 prop will make the engine run faster but you would not be obtaining the optimum performance for the power band of the engine. As Dar says your engine is under performing at the moment. More noise does not necessarily translate into more performance or power.

I've got a new one also. I got a .51 supertiger at the same time. The I have messed with the low and high needle valve and it is runing at it's best now. Don't know the rpm but it will barly pull my extra .46 size plane. The engine is the smoothest running engine I have owned. I'm running a 11x6 prop also, i've tried a 10x8 but that sucked.
