Default O.S. 120 Surpass I Needle Setting

I have an older O.S. 120 Surpass I with a pump. I am finding that the high-speed needle valve has little effect on the engine. I turn it one way or the other and there is almost no difference in RPM. I have checked valve gap, carb for debris, fuel filter for debris and all tubing from clunk to engine and back for any leaks and have not found any. I would appreciate any suggestions.

Open up the low speed needle some and your HS needle response should return

If not then you have a blockage in your fuel system
