20J carb on OS XM .21 help

I'm stuck inside so I decided to get my boats out and get them running. I have a Aquacraft Top Speed 2 with an OS XM .21 outboard.

The 20J carb on it is seized up. The black piece attached to the throttle cable moves but the inside stays closed off. Does anyone know how to free it up?

Try soaking it in fuel. Probably congealed oil is bunging things up.
