Question about the Citizen-Ship NPT radio

Is the NPT transmitter a Galloping Ghost transmitter? If the stick was for proportional rudder and elevator, then why does the transmitter have an 'on' and an 'off' buttons for motor?

The Citizen-Ship NPT is a GG transmitter. Mine has the motor buttons labeled HIGH and LOW. However, what the motors buttons do is disrupt the pulse for a continuous tone or no tone at all - Tone ON or Tone OFF. Perhaps some were labeled to reflect the operation.

Galloping ghost offers 2 pulse proportional (controls flap) channels for typically rudder and elevator, and positionable throttle.
