Default AXE CP V3 set up

I had to replace the flybar on my AXE, and I'm a little confused. The original factory installed flybar was pretty stiff and seemed to hold the paddles horizontal. Now they hang vertical and wind pressure from rotation flattens them out. Should the bar be stiff enough that it can hold the paddles flat, or should they flop around until they start moving, or does it not really matter? Thanks.

You should tighten the set screws on the weights mounted on the flybar assembly's stabilizer hub
