with the trottle only up enough to spin the main blades, but not enough to take off, manipulate the rudder control.
Does the heli react accordingly? Does the speed of the tail rotor change?

Hmm, the tail rotor should counteract the spinning.
What direction does the helli spin?
Does the speed of the spinning change with rudder inputs?
Is the trim set properly?
Did you mess with the adjustments on the 3 in 1 board?

Is this you're first heli?
You do know that you have to control the tail with the left stick right?
No matter how much you mess with trim, you will always have to fly the tail.
If it spins clockwise, move the left stick to the left until it stops spinning; counterclockwise, move left stick to the right.

I would hope the lhs knew what they we're doing. If they turned the adjustments too far, it could have damaged the pot's on the board.
Some people have also had problems with the 3 in 1 board.
You could try contacting helimax to send you a new board, it should be covered under warranty.
