Can I use a y on channel 7 and use it as rudder servo number 2 and also battery? My receiver is a 2.4 Hi-Tec 7 channel receiver.

Yes:
Optima Transceiver (RX) - Dual or Multiple Batteries may be installed - Avoid Brownout & Add Redundancy, even one for each servo.
