I'm sorry but I simply do not know if there are any plans to make a 35MHz version of the Spectra. It could be economic reasons or technical.

I too would love a synth module for my Eclipse! At the moment the only system in the UK with this technology on 35mhz is multiplex (so it should be easy to borrow 
)
I don't know how many sets have been sold in the UK, but i reckon HiTec could easily shift 2-5 thousand 35mhx spectra units!
