New hpi baja buggy not starting

I bought a brand new baja 5B buggy over weekend. This is my first petrol powered gas buggy, so i am quite new to the field.
I did mixed the oil and petrol as adviced, filled my gas tank to the max, oiled the air filter, primed the engine till the bulb had fuel, switched on the receiver and transmitter switch, and then i tried starting it, it dint start.
i removed the spark plug, checked for spark and its still sparking. I guess thats fine.
I noticed some oil on the spark plug, is that okay?
i did a few pulls without the spark plug to remove any excess fuel as it could have flooded
then i tried again and it still did start.
I tried starting with the choke off and on but it doesn't start
Am i starting it the right way?
will my fuel mixture affect the way i start it?
Please help guys
