No. Just as you don't have to be a citizen to join RC Universe. So far, anyway, the principle in most places is that unless there's a rule against something, it's OK to do it. That's why you couldn't find anything: no rule barring non-citizens. Would you expect a different rule?

(Just so nobody misunderstands: I have not sent this guy any emails, I have no reason to think he's a racist, and I don't care whether he lives in Arizona (which seems unlikely anyway in light of the fact that he says he lives in Texas).)

Nope, not a citizen, here legally, and a member of the AMA. You can even belong to the NRA without being a citizen. I am also a member of the AAA, my allegiance used to be either AA or RAC. Too many TLA's... ;-)

Actually its legal for private clubs to discriminate. No men in women clubs, no women in mens clubs, and no priests in swingers clubs. All of those are legal. But not ok for business or government.
