Default Paid PayPal, but upgrade won't complete

I was flagged that I needed to upgrade my account. I am assuming it's because I have so much stuff of my late husband's to sell off. I am not commercial, but can see how it could be perceived that way. I'm just trying to sell off all of his stuff at really low prices because it means nothing to me. I was never involved in his hobby so know little about it and it's taking up so much space. I did upgrade and even paid PayPal with an email from Mark about spamming. I have the receipt that PayPal paid him $10, but I still can't complete an ad that I started. Can someone please help me? It's been over 24 hours--or maybe even 48--I can't remember. Thanks so much. Your account was flagged because you have posted 30 items in less than 30 days. Any items over 30 posted within a running 30 day period are automatically flagged to be listed as ProSeller.

Your account has now been updated to reflect your account upgrade and deposit.

Same problem with no response from RCU. What do you do?

I didn't realize that it would cost me $3.50 for each ad to upgrade. Most of what I have left isn't as desireable as what I've already sold...tires, wheels, etc. Is it possible to downgrade and just wait for some of the ads to expire. It's just not worth it to me to pay $3.50 when I haven't been getting much response to the latest ads for the parts. Thanks for letting me know.

I just checked my account and it only showed 14 items listed. Can you help me understand why your records show 30 items posted in the past 30 days? Does lowering the price count as a new posting?

You have only posted 14 ads, but those ads contained 30 items. Editing an ad or changing the price does not affect this count. It is based on the number of items listed in your ad.
