Fee for 'WTB' ad?

I wanted to but a WTB ad in for retracts and, if I understand correctly, I was given 2 choices, to charge me a fee to advertise. Is this correct? I went under the 'sell' category.

there is no charge to put in a WTB ad. try it. we were requiring cc authorization for WTB's but I think the new code to bypass that for WTB is in place
