when engine mounted upside down does the carb should angle up or down!

Just leave it as it is currently mounted to the engine.

The Walbro works well at any attitude.

I found the engine very easy to start when the carb angles downward, so no fuel can drip out when choking the engine.
With the choke on, I now bump the engine to and fro against compression untill I hear the wet hissing. Choke off, ignition on, and the engine starts first flip.
