Default Liner pealing

I have an OS46FX that had the liner/piston replaced on 9/20/99. The liner has started pealing again. This engine has been run a lot and has given great service.
I found where it will cost me $15 dollars for you to inspect it. Will I have to pay postage on top of this to get my engine back if I decide not to have you repair it? If the cost to repair it is more than 60% the cost of a new one it would not be justifiable for me to have it repaired.

The $15.00 fee is for preparation of the repair estimate and return shipping if you elect to have us not repair a non-warranty engine. If you elect to have the repairs performed, the $15.00 is not charged, but you pay for the parts, labor, and return shipping.
