GP Wright Flyer canard setup

Need help. The setup described for the canard isn't working. One elevator have is moving twice as much as the other. The pushrod is in the middle of the cross bar. I tried moving the pushrod closer to the end that didn't move as much but that didn't help either. Did anyone else have this problem. Thanks.
