Is a Tower Uproar capable of 3D?
 

I know it's a fun fly model and most people rave about it, but is it capable of 3D stuff?

Pending on your definition of 3D. If you are looking for flat spins, climbing flat spins, tornados, pinwheels, then you got the wrong aircraft without drastic modifications. If you are looking for an aircraft to hover (it will do it, though not the easiest to learn with), harrier, elevator in a head wind, then it is fine.
I would suggest that you open up the elevator halves so that you can get more rudder stroke. Increase the rudder and elevator sizes, and install flying wires it support the tail after you enlarge the tail surfaces.
