A matter of degree
I'm setting up the stab on a sailaire and the instructions say !QUOT!Decolage: +1 degree(set elevator centerline 1 degree negative as referenced to the bottom of the wing.) This is a full flying stab so does this mean level the wing at 0 degree's then set the stab -1 degree. If so ( god hate to sound dumb) is that up or down elevator?

Yes, that is correct. With the radio trim centered... set it up that way and you will have adequate trim tab throw to be able to get the plane flying level. (if the CG isn't WAY off...)

that's up elevator... the back of the flying stab will be just a TINY bit higher than the front with the main wing level.
