Figuring the MAC and balancing point

Default Figuring the MAC and balancing point

When trying to find the balance point of a given model, and using the general rule of 25% - 33% of the MAC. Is that INCLUDING the ailerons and flaps? Or just the wing structure itself.

That includes both flaps and ailerons as part of the wing.
