Default Spraying Clear Dull Coat On Ultracoat

I am using Top Flite brand LustreKote Flat Clear to put a matt/flat finish on an Ultracoat covered H9 Spitfire ARF; is it just me, or am doing something wrong; but, does it normally take several sprayings to get a uniform finish? And in doing so I used an entire can just to do one wing surface, 2 for the entire wing; I did find that if I used ultra fine steelwool after the 2nd last coating that the final coat went on more evenly, I wonder if I should use the steel wool after each sprayung/coating?

Thanks.
