I made one last year. Buy cells with tabs and solder positives to negatives until you have enough. It helps to glue them together before you start. Use some heat shrink to protect the pack afterwards and you're all set. You might check some of the battery vendors though. There will sometimes be 7.4 packs on sale for cheaper than you can buy the cells. Then it's just a simple rewire job to run the two in series for 14.8v nominal.

If you are going to use Lipo cells you should wire in a balance tap for charging\balancing the cells.

I use a geared starter, powered with a 4cell 2500 Lipo installed in the ply case. Will start every thing I have from 15's to a 180 OS fs.
