how tight are they supposed to be ? without compressing the insulators all the way. or as they say the elastometrics.

There are many types of vibration isolators. The type I have seen here has a bonded steel sleeve on the inside diameter that determines the compressed height. You tighten it as far as you can. It is best if you have a picture or drawing to look at since there may be other components required, plus there is a geometry that you have to follow. You can Google Lord Vibration Isolators and probably find their catalog that will show how the isolators are mounted or used. I hope this helps.

The two spools prevent the elastomeric elements to be compressed beyond the design point.

Tight the bolt as much as the blind nut can take it.

Not exactly.

Tighten until the bolt is tight enough in the nut that it won't come loose.
Just as tightly as if you were bolting a standard motor mount to the firewall.
