im wondering if its normal for the engine to be "tight" before its run. Engine has never ran to much knowledge and will not turn by hand. I got this engine on a trade. Is this normal? will it loosen up on break in??

It is normal because of the design of this engine (conical liner).
It would be abnormal in a ring type engine.
After break in the engine you will note that it will turn more freely with enough compression.
