Dumas doesn't have a 36" Circus Circus kit. They have a 43" kit that looks like this:

Now, if that's the boat you have, I would recommend using the wood parts or templates and build it out of a good grade of plywood rather than the garbage mahogany they used in the kit.
As far as motors and ESCs go, a NEU 1527 1.5Y 850KV or comparable is what is used to race with in scale hydroplanes. An ESC capable of handling 8S and no less than 130 amps is also required

Has to do with RPM and torque. Our electric racers use motors in that range for maximum speed using the 57mm or smaller props that they are limited to. If you were looking at a 1/10th scale boat, they are only allowed 2000KV and a 50mm or smaller prop. If you would like to see what our 1/8 scale boats can do, watch this race from last weekend in Ellensberg Washington:

I found the motor you recommended.
Hobby Wing "SeaKing" 130 HV v3 Amp ESC. This is a good ESC?

thank you for the help.

Don't know, to be honest.
I would check with Offshore Electrics. They specialize in electric R/C boats and parts. Their address is:
