Did you try Hobby Lobby (www.hobby-lobby.com)? Even if they don't have it directly listed on their site, my impression was that they can special order anything from Graupner, assuming that you have Graupner's part number ... which it looks as if you do. Send 'em an e-mail and see what they say.

If you are powering a tugboat or something in that direction, the Graupner 1970 is usable.
If it's a roundnose, or a mini monohull, something sturdier is in order, like the one in the pic.
Get hold of somebody with (access to) a lathe and make your own!

I was going to use it in a 24" Chris Craft like runabout I am kitting just for ease of installation but since there is no good source here in the US (HL wants too much to order it) I am just going to build my own DD Speed 400 setup.

With a 400 motor in a 24" runabout you're in for some very relaxed boating....
I doubt if it will get on the plane.
If you have room for it, go for a 600 motor and 6-8 cells, depending on how relaxed you want to boat...
I have the plans for the Graupner Chris Craft Holliday, originally the kit was supposed to be nitro-powered, but I've seen some electric ones too.
In the 24" range they had either two 600 motors, or a 700 (ferrite, for long runtimes) on 8-12 cells.
