the best way to know if its a message coming from PayPal or Ebay in your email is that it will also show up in the appropriate account when you log in, if its not there than its a spoof.
so if you received an offer and you accept the offer check your PP account, if the money is in your PP account than your good to go.

And use a shipping method that allows tracking.
A scamming buyer, could say that the item never arrived, and
Paypal will then give them the money back. If you have a
tracking number that says it arrived at his doorstep, then
you have a better chance of keepin the funds should anything
trouble arise later.

I have heard of a couple of people who have been burned through paypal by having their funds refunded. Only way around that is by not keeping a balance in the account. But there are certainly ways to be burned on either end.
I have had to collect a couple of times on non delivery of goods. Paypal refunds a portion of the amount (never had a full refund) so I then use my Credit card to collect the balance from paypal.
As a rule I feel more secure as a buyer than a seller dealing through paypal but I prefer it 10:1 over Money order etc.
Just be sure to use a delivery confirmation on the item - cheap insurance to prove you shipped the item.

Ditto what Dan said...if the money is in your paypal account, you're good to go. Someone can dispute and get a refund...so it's always a good idea to have tracking info (whether UPS, FedEx, or USPS)...unfortunately, you have to cover the bases to prevent becoming a victim of some scammer!
Be careful, but as long as you use a secure payment system like paypal, and track your shipments, you should be ok...
