Generally true. They tend to be notchy and want a lot of current at low speed. Some brushed motors have the same behaviour. And much depends on the controller and whether the motor is sensored or not.

There ARE low speed brushless motors, usually pared with sensored speed controls, but Like mfr02 said, generally true. Brushless boat motors built for speed don't need the added cost and complexities need to run smoothly at low RPMs so they just aren't engineered that way.

I think the confusion here is not rpm, but throttle position. Due to the way which BL controllers work, they generate a lot of heat at part throttle. The more powerful the setup the more heat is generated more quickly. So most BL motors (actually the ESCs) don't like to be run a lot at part throttle. If low rpm or low speed is needed, best to either run less voltage, or get a motor with a lower .Kv. This allows full throttle running at lower vehicle speed.
