what type of battery are you using in the rotocrap... I mean start
I only ask this as that piece of crap gave me tons of issues, and generally wouldn't start my savage after the 3rd or so start with out recharging the battery.
Also make sure your glow plug is good, and the glow plug warmer has a fresh battery(or charge depending on type you got).
Another thing is if you got this used(just a guess as you said just got, and it has the purple plates new ones have orange) the engine might have been toasted by the last owner. When I bought my savage X used the owner put he had 5 runs on the engine. And in those 5 runs he ran it so lean the engine was so screwed up I chucked it(seriously he stored, and shipped it even with fuel in it). It was also set to insanely lean honestly with how the engine looked internally with scores on the piston I would say it was ran a lot more(and without an air filter), but the truck itself was immaculate with only 2-3 extremely light scratches on it.
I will admit it almost sounds as if it has an extremely bad tune. Try resetting it to the factory settings(look for the manual on hpi's site as I can't remember em off the top of my head), and running it. Would also recommend watching videos on youtube on tuning as if you are new to it there is a learning curve(Squirrelod has some good videos on the subject).
But before going out and buying a new engine you can try it out
Lastly do NOT take it to a hobby shop unless you know the employees VERY WELL. When I got into the hobby I took a nitro to a hobby shop, and every single thing they told me was WRONG. Seriously they tried to sell me the wrong fuel(airplane fuel), wrong glow plugs(way too cold), and most the advice they gave was dead wrong I'm just glad I read a lot of posts on these forums prior to going. And when I said something about it to the guy he decided to admit he never even toughed a nitro before(I stopped going there)...
Side note you mean 4.6 as its a savage X

Well unless it's rusted from being outside in the shed the engine is locked because you either didn't use after run oil in the engine or left fuel in the tank. Or both. The nitromethane and alcohol/methanol in nitro fuel evaporate, leaving just the oils behind which is usually Castor oil. Over time and without the alcohol these oils get gummy.
Fresh nitro fuel will dissolve the leftover oils in the engine and fuel tank. Take the engine out of the vehicle, pour some nitro down the carb and glow plug hole, let it sit for awhile and then try turning the engine over by hand. Work slowly, turning the flywheel back and forth, don't force it too much even once it starts moving. Once it's free take the backplate off to check for rust on the bearings and to see how clean it is inside. You can also rinse out the inside with some nitro fuel at this point. Put it back together and go.
If there's any residue in the tank might as well clean it out too. Take the tank off, run one of the fuel lines from outlet to pressure fitting so it won't leak. Fill 1/4 way with nitro, shake, let sit, shake and you get the idea.
Acetone also works very well to dissolve the nitro fuel residue.
