RUstler is made by Traxxas as far as I know and adjusting the toe in/ toe out on the Traxxas Rustler is done with the turnbuckles on the front.

Your wheels are bent. When you spin the tire the tire doesnt spin exactly stright right? Thats what happen to me, I just bought another set of tires.
