at .4amps I assume the charger timmed out a few times before it fully charged the lipo.

When I started charging I set it at 4A. But later it started to fluctuate between 0.0~0.5A.

It is set to balance charge...so flucuating between 0-.5 amps at the end is normal...as it is trying to make each cell of the pack have the same voltage.
If it took the time it reads on the charger than thats about right. Mine take not much over an hour...charging at 5.0amps. It will take less time if you just charge them....balance charging takes longer.
It is not needed to balance charge every time....but most of us do anyway. It wont hurt the pack, it just takes and extra 10-20 minutes for the charger.
try charging at 5.0amps next time. It will cut down the time a fair bit.

i had a somewhat similar problem with my Hitec X1+ few months back. once it started to throttle down when it was near full it would bounce from 0.0 to 0.6. did this for about 30min till i stoped that charge then i used my hand held cell checker said my lipo was 4.22/4.23 sent my charger in for repair turned out it had a bad IC(integrated circuit). of course tho when you over drain it u can fry your battery

It doesn't matter what you set it to. As long as you balance charge it will drop that low as it tries to breathe life into a low voltage cell. Now it needs time to balance again (if its possible). This battery may never charge properly again, that's why you must be careful of the low voltage cutoff.

Guys I charged my battery now on LiPo charge at 4A and it took sharp 90mins to complete. I think that's normal

Its taking so long because chargers begin to decrease amps at the end of the charge. Once the battery reaches 8.4V it decreases amps until the battery rest on 8.4V by itself. If your in a rush you can pull the battery off once it starts dropping the amps and still beable to use 90+% of the batteries capacity. Just check your cells voltages on occasion to make sure they are balanced.

I think we are being to picky here...lol
It used to take a couple hours to charge a nimh that would give us 10...maybe 15 minutes of runtime.
Now, 1.5 hours we can balance charge a lipo that will give us 25-30minutes of runtime...maybe more depending on the model.
Getting a runtime that is 1/3 of the charge time is pretty sweet.
And thats from standard lipos and chargers. Some lipos can be charged at higher than 1c. So some lipos/charger combos can balance charge in under an hour.
