Default Advice on making Foam donut tires from old tire materal

So been truing some old foam donut tires and am look for some help.. Plan on making some molds to make my own foam tires..any advice on what adhesive silicon or rubber base to use?.
note all the trimmings are a real fine dust. Need some type of liquid base adhesive. Any thoughts whould be appreciated
