The Mamba Max Pro should do the job just fine. It is rated for up to 6s lipo and 25 volts so the 4s won't be a problem and it can run both sensored and sensorless motors. I'm not sure what the Velion is but it will run it. Don't know about the gearing. For the money its a really good esc.

I don't think the VXL motor can handle 4s it is only rated up to 3s but you can verify that with Traxxas. If you run 3s keep your current motor and just get an Castle Mamba Max Pro ESC. You may also need to solder new bullet connectors on your VXL motor to pair it to the Castle ESC. I believe the size you need is the 4mm connectors but I can verify that when I get home. For just bashing a sensorless motor is the best route so again your VXL motor will do just fine.

You're welcome and the Castle MM Pro takes a 4mm bullet connector.
