If you buy 9.5S as a download from Steam (if still available), you can then get a free update to the latest "Evolution" (aka RF 10). From disc for RF 9 or 9.5, you can only upgrade to the latest version of 9.5S for free. No free/cheap subsequent update deals.
"S" didn't add much, a plane or two and a flying field - and was just the staging for later distribution via Steam. Steam versions can all be used "offline" after the installation. "Evolution" adds in lots of past planes that were not available for a long time, and many similar flying sites. Plus some later Horizon models. The new version also allows one to optionally buy new planes/flying sites when released by Horizon, either individually or as a subscription. All user created planes/flying sites can continue to be created and downloaded from their swap pages.
Horizon has been making noises about eventually shutting down their registration servers for older versions, so one is taking a risk that eventually you won't be able to install the older disc versions. Once installed and activated, they will still run, just forget about reinstalling on a future PC after the servers are shut down. This threat has not yet happened, however, nor is there a timeline. Currently, they are offering a free conversion code so that you can activate a disc version of 9/9.5 from Steam instead and maintain future "installability".
So, a chance, in some situations, you may not be able to install 9 or 9.5 at sometime in the future, so a risk your expense may be gone. Check with Steam, they usually offer a SHORT window to try out a download, and return it for a refund, if you are not happy with how it works out.
