What engine, what clutch? Need to know that to say how it comes off.

If it threads on, take the back plate of the engine off, place the handle end between the connecting rod and the weighted side of the crank. DO NOT USE anything metal. You can also get a crank locking tool.

I think the brass ring you see is actually the tip of a breass cone that has a slot in it, and it compresses when the clutch is put on and it sorta holds the thing together because of friction. There is a tool, gear puller... looks like a claws with a bolt in the middle. The claws grab the clutch and the bolt presses against the crankshaft. When you turn the bolt to tighten it against the crankshaft the claws pull the clutch off. That might be the best way. Or, you might devise a way to hold the clutch still and give the crankshaft a little tap with a wooden/rubber hammer. Be gentile about that because the crankshaft will be hitting against the back plate. If it doesn't easily tap loose then. Should be able to get a bearing puller for under ten bucks.
