flying stab or elevons?

hi, i would like to know if this is corect:
a one piece stab (2) = flying stab (f-16?)
a one piece stab (2) moving independantly of each other = elevons (f-18?)
since all jets use fly-by-wire, why wouldnt all have elevons?

Although there's nothing "official" about my explanation, my Air Force time left me with the following:
Control surface on a delta wing which functions as elevator & aileron(F-102 & F-106)=elevon.
Full flying stab which only functions as elevator(F-4) = stabilator
full flying stab which functions as elevator, AND supliments aileron(F-14)=taileron.
