French Air Force and the airplane KC-135FR Tankers.... The purchased 10 later re-engined them with CFM-56 engines. Looks like somewhere in Africa probably Chad (French Congo).

Right on, it is near Moussoro about 300 km north east of N'Djamena in Chad.
