Flash Control Movements

Just a quick question to any Flash owners out there, are the control movements listed in the instructions measured with respect to root or the tip of the control surface. Have been through the instructions a few times and found no reference as to where measurements to be done.

Hopefully it will be ready for St.Athan, it's about 80% done now, got the retract and tank plumbing to do tomorrow, then have to set up ailerons and flaps. Work permiting I hope it will be ready.
