I am trying to learn the significance of those white markings, on blue background, located on the top of the F-16 fuselage, just aft of the canopy and forward of the vertical fin.

I have seen the full size in these colors and markings. If the marking you are referring to is what I think it is, it is a collection of small representations of the flags of the many countries who have either purchased the F-16 or involved in the cooperative production of the aircraft.
