Who makes programmable ECUs?

Can someone tell me who makes ECU's that are completely programmable? I need it for setting up a home built engine.
All parameters must be adjustable.

This company might be able to help? www.jdenterprise.net/PriceLst/PriceLst.htm Take a look at their Brushless Starter DECU of course they have the standard Brushed Starter DECU also.
