The rudders appear to be both deflected inwards (like a speed brake) in this launch shot?? or is it an illusion.

Think of a "V" tail.
When the rudders are deflected inboard, they act like "UP" elevator.

The rudders are in to assist in lifting the nose for take off.

I have read that deflecting the rudders inwards provides better directional stability at low airspeed.
