it looks like its an improved roto start, with some sort of gearbox, it probaly helps out your one way bearing life,

I cant see a need for 2 batteries.....but who knows. 1 pack for sure is plenty power.....its borderline to heavy to carry (or annoying to carry). Maybe its just the design/shape.

if its 2 batts, 2 motors, maybe its for speedy starting. twice the speed of single, motor will turn over faster, thus starting faster hopfully.
