I would take the carb off the motor, remove the high speed needle and then WD-40 the internals of it and see if you can't get it cleaned out.

I hear ya. I got dirt in one motor and it was a pain getting it cleaned out. I couldn't even get fuel to flow to the carb it was so clogged up. Next time, I oiled my filter better. If you look at my profile, there is a picture of my son driving his buggy, but all you see is a cloud of dust. That was the last time that motor ever run good. Not that yours is that bad, but I have been where you are.

Use carb cleaner, or another sovlent. Take all seals off, and fill a container with the carb cleaner.
Seal container.
Shake well.

Then use after-run oil in it, because carb cleaner, or other solvents, will take all oil away as well as all the crap. Put the seals back on. This will solve the problem. If it doesn't, your going to need a new carb.
