What vehicle are we talking about here? I'm going to say no either way. They're so light and you actually kind of want the roll to let you throw the weight around. You can use the weight to plant the outside tire or overpower it much easier if you don't have a sway bar.
But here's the mechanics of it. If you add a front sway bar the front is now stiffer. Weight won't transfer to the outside tire as much and traction will suffer. With less traction up front you get more push or understeer. Add a rear sway bar and the rear is now stiffer. Weight won't transfer to the outside tire as much and traction will suffer. With less traction in the rear the rear will slide around or oversteer more.
