Default Cob Webs

I was spraying some Pactra black shadows on the flames on my new body from my airbrush and I noticed a cobweb type (or cotton candy) of effect. It adhered to the hair on my hands and got on the inside of the body. It didn't stick. It could be removed by just blowing on it. I thought it looked cool so I left some of it for a cobweb effect. The effect turned out OK, not as good as I thought it would. But my question is why did it happen in the first place?

The details are - 40psi from an air compressor with a moisture and debris trap, about 40 degrees Fahrenheit temp and about 40% humidity. Was it the cold temp?
