you can take a peice of of masking tape and just rip it so the edges are jaged and it will look like lighten. Other wise you can just use a airbrush and free hand some cool looking bolts like you want them. Or you could just get a paint mask

also you can make them with a regular brush , depends on how you want them, If they are thin then with a little brush and white paint you can do them.

I've done a lightning scheme, like this:
First paint thin jagged lines for the lightning bolts.
Back them with a dark purple haze with an airbrush
Back the lot with black.
Trust me, it looks AWESOME! You'll love it
